Request for Qualifications

Unified School District No. 262

In May of this year the voters of Unified School District No. 262 passed a referendum in the amount of $18,000,000
to be used to make facility improvements. These facility improvements will include the following:
 Addition and Renovation to Abilene Elementary School
 Addition and Renovation to West Elementary School
 Addition and Renovation to Wheatland Elementary School
 Addition and Renovation to the Intermediate School
 Addition and Renovation to the Middle School
 Construct a District Maintenance Facility
 Pavement at the District Transportation Facility

The Board of Education is soliciting statements of qualifications for qualified construction managers or general contractors in a three stage qualifications based selection process to enter into a Construction Manager at Risk agreement with the school district using a modified AIA Document AIA Document A133 CMc – 2009, Standard Form of Agreement Between the Owner and Construction Manager as Constructor.

Phase 1 (of the selection process)
All proposers shall submit a written statement of qualifications which shall include, but not be limited to the
 Similar project experience
 Experience in this type of project delivery system, in general on other project types and specifically on
K-12 school projects
 Experience working with sub-contractors who will likely be bidding on these projects
 References from design professionals and owners from previous projects
 Description of the construction manager or general contractors project management approach
 Bonding Capacity
Firms submitting a statement of qualifications shall be capable of providing a public works bond in accordance with K.S.A. 60-1111 and amendments thereto, and shall present evidence of such bonding capacity to the board with their statement of qualifications. If a firm fails to present such evidence, such firm shall be deemed unqualified for selection under this subsection.

The board shall have discretion to disqualify any proposer that, in the board’s opinion, lacks the minimal qualifications required to perform the work.

The Selection Recommendation Committee consisting of the superintendent of schools, the business manager, two representatives of the Board of Education and a representative of the architect shall evaluate the qualification of all proposers based on equal weight given to each of the six listed categories. The committee will then prepare a short list containing a minimum of three and maximum of five qualified firms, which have the best and most relevant qualifications
to perform the services required of the project. The short listed firms will be invited to participate in Phase 2 of the selection process.

Fees, including fees for preconstruction services, fees for general conditions, and fees for overhead and profit are not to be included in this statement of qualifications. This information will be requested in Phase 2, of the firms short listed.
